Quality is an important pillar in achieving the agenda of ‘Universal Health Care’ (UHC) and therefore, it is important that governments and stakeholders work together to promote access to quality and safe care. UHC as part of the Sustainable Development Goals is an important agenda to be achieved by 2030.
One of the most important components of UHC is access to care. In many instances, it is very difficult to provide access to in-person healthcare due to its geographic area and/or limited resources. Reaching patients in rural and remote areas is a challenge and therefore through technology, patients are able to access healthcare more conveniently and cost-effectively. Furthermore, there may not be a need of in-person care for follow up, regular check-ups, or continuous monitoring.
Disasters, both manmade and natural including disease outbreaks, pose a serious challenge to the entire health system. Pandemic situation like COVID-19 disease caused by coronavirus SARS-CoV-2 has forced people to lock down themselves in their homes and closure of healthcare facilities to carry out routine out-patient services and in-patient procedures. This has resulted into a major public health crisis and people requiring health care other than treatment for COVID-19 who were exposed to high risk. Therefore, it has become essential to explore alternate approaches to provide access to health care to needy patients.
Telehealth is one such option to explore and utilize. It will not only support access to health care but also prevent transmission of infection to both healthcare staff and patients. It can help in (a) reducing avoidable exposure to everyone involved in healthcare, (b) providing easy and quick access to medical practitioners and (c) better utilization of resources. The Department of Health and Department of Science and Technology have recognized the role of Telemedicine in the implementation of Universe Health Care.
‘Standards’ world over have been used as a framework to achieve desirable goals and healthcare is not an exception. Standards for accreditation have always laid down a set of requirements that are usually higher than basic requirements for licensing. Standards provide an opportunity to healthcare providers to look at their systems, policies, procedures and processes to see whether they are able to achieve something better in terms of structures, processes and outcomes.
This 2-day online workshop based on QAI Accreditation Standards for Telehealth and JCI Hospital Standards 7th Edition will present the benefits to the Clinicians in keeping these Telehealth standards in mind and adapting them – such as high quality care, compliance to regulatory requirements, use of best practices, and transparency.
The standards were developed using the principles of International Society for Quality in Health Care (ISQua) for developing the standards which follow the framework of RUMBA (Relevant, Understandable, Measurable, Beneficial and Achievable).
A 2-day (6-hour) online face-to-face session plus case discussion starting with a pre-test questionnaire
A post-course group work and discussion to evaluate course outcome, followed by post-test questionnaire
Physicians duly licensed by the Professional Regulation Commission and member of Philippine Medical Association

Dr. Bhupendra K. Rana is the Founding CEO of Quality & Accreditation Institute (QAI) and former Director of NABH. He is currently an elected Board Member for the International Society for Telemedicine and eHealth (ISfTeH).
Dr. Rana holds various positions globally which includes ISQuaEEA Team
Leader/Surveyor for International Accreditation Program; Chief Adviser to the Academy of Medical Laboratory Auditors (AMLA and Foundation for Quality India (FQI); and Senior Advisor to Indian Society for Lead Awareness and Research.
Dr. Rana is the first Indian expert on ISO 15189 and is a Board Member of ISQua from 2014 to present. He served as the International Society for Quality in Health Care (ISQua) as elected Vice- Chairman- Accreditation Council (2008-2014) and Chairman- Accreditation Council (2014-2016). Concurrently, he served as President of Asian Society for Quality in Healthcare (ASQua) in 2011 & 12 and now serving as Member on its Board. He has many honors to his credit such as ISQua Expert, Assessor and Advisor. He also served as External Consultant of WHO on setting hospital accreditation program and also served as temporary advisor. He achieved rare distinction by becoming part of United Nations Framework Convention on Climate Change (UNFCCC) as an Expert/Assessor for Clean Development Mechanism (CDM). He sits on many national and international committees including ISO/ TC 210 WG1. He is also appointed ISQua Fellowship Program Curriculum Advisor and international consultant to several government agencies such as the Asian Development Bank on healthcare quality and assurance; World Health Organization on Patient Safety; USAID, GIZ on hospital and healthcare quality and accreditation, among others.
Thomas Kozlowski, PhD is the CEO of Health Strategic Solutions, LLC in the US. With over 40 years of experience in healthcare management, he is seen as a healthcare executive who works within a global market allowing his leadership skills and knowledge to attain institutional success and be a trusted advisor. His expertise in the understanding of cultural and institutional differences continue to be key improvement issues for the C-Suite leadership in the healthcare delivery system workplace in all countries and cultures allowing Dr. Kozlowski to emerge with comprehensive solutions from different perspectives at the decision table.
Dr. Thomas Kozlowski worked with Joint Commission Resources/Joint Commission International as a Principal Consultant and subsequently consulted with both domestic and international health care organizations in the areas of accreditation readiness and standards compliance. Also served as lecturer and mentor in Quality and Safety Implementation.
Dr. Kozlowski’s consulting expertise in hospital, ambulatory care, behavioral health care, and long- term care settings include operational assessment; patient safety assessment; environment of care; executive leadership and governing bodies; performance improvement; implementation strategies for rapid response teams; electronic health record assessment; and incorporating tracer methodology and the periodic performance review as management tools.
GOV. ROBERTO “OBET” PAGDANGANAN has had an extensive experience both in the private sector, (business, academe and civil society organizations), and in government service. He has served as Governor for the Province of Bulacan for 12 years; Founding Chairman of PITC “Botika ng Bayan”; Former Secretary of Tourism and Agrarian Reform. He was also the Founding Chairman of the League of Leagues of LGUs now called Union of Local Authorities of the Philippines (ULAP). Presently, he is the Chairman of Medicines Transparency Alliance (MeTA) Philippines.
Gov. Pagdanganan was a most outstanding public servant, and had received numerous awards and recognitions. These include Most Outstanding Alumnus awards from all the schools he attended, and the Lifetime Achievement Award, the highest award, from the Boy Scouts of the Philippines. He also received a Legion of Honor award from President Cory Aquino for his role in fighting coup attempts during her term. His humble beginnings and familiarity with the travails of the less fortunate amongst us, have strengthened his resolve to help fight poverty and to improve the quality of life of the Filipino people. He attributes much of his values formation to boy scouting having been a member for more than 60 years where he now serves as the National President of Boy Scouts of the Philippines.
DR. BU CASTRO is a Physician-Lawyer-Pathologist-Medico Legal Consultant. At present, he serves as the Vice President for Luzon at the Philippine Hospital Association and Director of the Private Hospital Association of the Philippines. He was a one-time legal adviser of the WHO-PRO on Public Health Legislation and a lecturer of Masteral Degrees at Philippine Christian University on Public Health, Hospital Administration, Best Practices and Quality Assurance on Public Health.
Dr. Castro has been elected former President of the following associations: Philippine Medical Association; Philippine Hospital Association; Philippine Society of Pathologists; and Philippine Association of Forensic Medicine. He was also the former Chairman and current member of the PMA Commission On Ethics, Chairman of the Committee on Ethics of the Philippine Hospital Association. He serves as Legal Adviser to the Private Hospitals Association of the Philippines. Concurrently, he is the Medical Director of Bernardino General Hospital II and current Medical Director of the Center of Excellence of Drug Research Evaluation and Studies.

Prof. Joyce Socao-Alumno is the Founder & President of HealthCore—the center for global healthcare management, quality accreditation for healthcare and hospitality, and medical tourism services in the Philippines. Ms. Alumno is Patient Safety Ambassador for Patient Safety Movement Foundation advocating patient safety initiatives and globalization of healthcare and is a leading proponent of Medical and Wellness Tourism. Her varied skills make her a well-sought after consultant and speaker in many international conferences and a regular judge and advisor for various organizations. She has represented international quality accreditation agencies such as Quality & Accreditation Institute, Joint Commission International, Accreditation Canada, NABH International, Swiss Approval International, and TEMOS. She is an Adjunct Professor at the Ateneo Graduate School of Business and a certified ISO 9001:2015 Lead Auditor. Very recently, she was elected President of the Health, Retirement & Tourism (HeaRT) Alliance of the Philippines advocating the development and promotion of the Philippine Health Tourism program of the country.
